Excerpt: ...of President Balmaceda serious consideration began to be given to the question of resumption, and in the year 1887 a bill was presented to the Congress by the minister of finance, Senor Agustin Edwards. This bill became a law on March 14 of that year, but was rather for the purpose of preparing the way for resumption than for making any definite provision for a final settlement of the question. The object of the act was to give tone to the paper money by reducing its circulation and by accumulating a fund of silver which would provisionally serve as a guaranty, and could be ultimately used for the redemption of the Government notes. The act therefore provided that, counting from January 1,1887, there should be incinerated monthly 100,000 pesos of these notes until the issue was reduced to 18,000,000 pesos. During 1887 and 1888, 1,200,000 pesos, and during subsequent years, 1,500,000 pesos was to be devoted annually to the imrchase of silver pesos or silver bullion, which was to be deposited in the mint as a guaranty for the Government notes, and could not be used except when the time for their redemption arrived. The act also restricted the amount of notes that a bank could issue to 100 per cent of its capital instead of the 150 per cent authorized by the banking act of July 23,1860, and required the banks to furnish a guaranty for 50 per cent of their paper issue. It also reestablished the article of the act of July 23, 1860, prohibiting the issue of bank notes for a less sum than 20 pesos. In consequence of the punctual observance of this law, on December 31, 1800, the Government notes in circulation had been reduced to 21,283,916 pesos, and in the vaults of the mint there was stored up silver bullion amounting to 3,841,987 pesos. Edward was born on December 7, 1855 in Charleston, South Carolina, United States, where his great-grandfather had settled about a century earlier. was the son of Caroline Lydia (Bullock) and Maynard Davis Strobel. His father, a bank cashier, died in 1868, after losing all his money in Confederate bonds.
Strobel entered Harvard College and graduated in 1877.
Graduating from the Harvard Law School in 1882, he was admitted to the New York bar in 1883 and for a time practised law in New York City. He decided, however, that the legal profession was overcrowded and turned to the field of international affairs. He wrote for the Cleveland campaign Mr. Blaine and His Foreign Policy: An Examination of His Most Important Dispatches While Secretary of State (1884), and in August 1885 Cleveland appointed him secretary of the legation at Madrid. He served until March 1890, acting as charge d'affaires about one-third of the time.
He made two important visits to Morocco, in which his diplomatic ability was strikingly demonstrated. He was third assistant secretary of state, 1893 to 1894, when he was appointed minister to Ecuador. In December of the same year he became minister to Chile. His comprehensive report on Resumption of Specie Payments in Chile (1896) was regarded as a timely and authoritative document on the currency question.
Before leaving Santiago in 1897, at the request of France and Chile he acted as arbitrator of the Freraut claim, with such satisfactory results that the French government made him an officer in the Legion of Honor in 1898, and in 1899 he was appointed counsel for Chile before the United States and Chilean claims commission at Washington.
Returning to the United States he published The Spanish Revolution, 1868-1875 (1898), for which he had gathered material at Madrid. The same year he was appointed Bemis Professor of International Law in the Harvard Law School.
He sailed in October 1903 for Paris, where the French foreign office and the Siamese minister were negotiating a treaty. The treaty was signed on February 13, 1904, and he carried it with him to Bangkok. Almost immediately he gained the confidence and affection of the Siamese people to a remarkable degree.
He accomplished the abolition of licensed gambling, which not only had a tremendous hold upon the people but furnished the government with a substantial revenue, and worked out a compensating system of land-tax laws and import duties.
He effected a revision of the harbor regulations, a task necessitating skilful negotiations with the treaty powers, reorganization of the telegraph and postal services, extension of the government railways, the abolition of debt slavery, revision of the penal code, and improvement of the courts.
On January 2, 1907, making light of his illness, he sailed again for Siam. He reached Bangkok the first of March, and although confined to his bed and suffering much pain he mustered all his energies to the task of negotiating a new treaty with France, which was signed on March 23.
New treaties favorable to Siam were concluded with Italy and Denmark. Siam's first foreign loan was negotiated in Paris and London, establishing her international financial standing. In November 1905 the King bestowed upon him the highest honor in Siam, the Grand Cross of the Order of the White Elephant. A month later he left Siam for a year's leave of absence in America. While visiting Egypt on the way, he was stricken with a grave illness, a streptococcic infection, apparently resulting from an insect's sting. He was removed to Paris and then to the United States.
He died in Bangkok at the beginning of the next year.
Edward Henry Strobel became general adviser to the government of Siam, with the rank of minister plenipotentiary. He helped to settle issues that had been a source of irritation between Siam and France for decades, and for the first time relations between the two nations were on a stable and friendly basis. The French government made him a grand officer of the Legion of Honor.
