Edward Silas Tobey was born on April 5, 1813 in Kingston, Massachussets. He was the only child of Silas and Betsey (Fuller) Tobey. He was a descendant of Thomas Tobey who was in Sandwich by 1644.
His father was a sea captain who died in 1817, and in 1823 his mother married Capt. Phineas Sprague, senior member of the Boston shipping firm of Phineas and Seth Sprague.
He received the usual education of those days in the public schools of Boston and Duxbury.
Tobey became a clerk in the office of the firm in 1827. In 1833 he was made a partner, but though he remained one for thirty-three years, his business activities extended far beyond the affairs of the firm. He became an officer of several steamship companies, one of them developing into the Fall River Line; treasurer of the United States Insurance Company and of the Russell Mills, a cotton-duck factory in Plymouth, Massachussets; and director of commercial and savings banks in Boston.
During the Civil War he was prominent because of his knowledge of shipping and finance. In 1861 Gov. John Albion Andrew of Massachusetts appointed him to a committee to devise defenses for Boston Harbor, and Secretary Salmon P. Chase made him a member of an advisory group to formulate a financial policy for the United States government; in 1863 Secretary Edwin M. Stanton appointed him to a board to discuss means of destroying the Confederate iron-clad Merrimac, and he was conspicuous in other ways because of being president of the Boston Board of Trade (1861 - 63) and of the Boston Young Men's Christian Association.
After the war he continued his connection with commercial and religious organizations. Some of his speeches on public questions were published to give them wider currency: The Industry of the South (1865), American Shipping Interests (1871), and The Boston Hydraulic Protector Against Fire (1873). He was a trustee of Bradford Academy (1863 - 75) and of Dartmouth College (1863 - 70), and he indorsed and enlisted support for the founding of the Massachusetts Institute of Technology.
In 1866 he was elected to the Massachusetts Senate, serving one term there; in 1869 he was appointed to the board of commissioners of Indian affairs; and in 1875 he was appointed postmaster of Boston (appointment confirmed, Dec. 13, 1875), an office he held until December 1886. However, his distinction arose not so much from the public offices he held as from his wide range of influence in activities for public safety or welfare.
He moved from Boston to Brookline in 1883, and died there.

He was a member or officer of many bodies concerned with the propagation of religion or the investigation of American history, being himself an orthodox Congregationalist with five generations of American ancestors.
He was the President of American Missionary Association.
On April 5, 1841, he married in Boston Hannah Brown Sprague, his stepfather's daughter, by whom he had ten children. He was survived by his wife, three sons, and four daughters.
