Edward Theodore Chalmers Werner arrived in China in 1884. He worked in consular service at Peking 1884-1889; Canton 1890-1891; Tientsin 1892-1894; Macao 1894-1896; Hangchow 1898-1899; Pagoda Anchorage 1899-1900; Kiung- chow 1900-1901; Kiungchow and Pakhoi jointly 1901-1904, Kongmoon 1904; Kiukiang 1905-1909; Foochow 1910-1913.
He called to the Bar, Middle Temple 1905,was sent on mission in His Majesty's Ship “Snipe” to investigate and settle massacre of missionaries at Nanch'ang 1905. Retired on a pension 1914. In 1915 he returned to Peking to continue researches in Chinese civilization. The author of numerous articles in newspapers and magazines.
