Member of Federal Executive Council and General Legislative Council, also Executive Councils of Antigua, St. Kitts-Nevis, Dominica, Montserrat, and the Virgin Islands, and of the Legislative Council of Antigua.
Acted on several occasions as Colonial Secretary of the Colony and Island Secretary of Antigua. Administered the Government of Antigua, 1898-1899-1900 and 1905, under Dormant Commission. Provided with Dormant Commission under the Royal Sign Manual and Signet to administer the Government of the Leeward Islands in certain events.
Justice of the Peace Antigua. Retired 1906. I Companion of the Distinguished Service Order 1903.
