Joined Parliament in that colony in 1883-1885-86. Resigned and again joined in July 1894. Accepted seat in Govt, of that colony in December 1894, and became Minister for Mines, Education, Post and Telegraphs.
Was Acting Premier for over six months in 1897. Agent-General for Western Australia, 1898-1901.
