Studied at Clifton College. Royal Military Academy, Woolwich (Pollock gold medallist, 1900), and on staff of London and North-west Railway. Was Board of Trade (British) Delegate to International Railway Congress, 1895, War Department Traffic Manager Woolwich Arsenal, 1895-1899.
Served South African War as Special Service Officer on Headquarters Staff, 1899-1902, as D.A. Director Railways, and as Officer Commanding National Scouts and Orange River Colony Volunteers (Queen’s S.A. medal with 4 clasps and King’s S.A. medal with 2 clasps, despatches, Companion of the Distinguished Service Order, and brevet of Major). Deputy - Assistant - Quarter master-General on Staff, Pretoria, S.A., July to October 1902. Director of Burgher Camps and Settlements, Transvaal, 1902-1905.
Staff Officer, R.E. Eastern Command, London, 1906. Lent to Colonial Office for special duty under the Council of the British CottonGrowing Association in East Africa and Uganda, 10. Member of Legislative Council of British East Africa.
