Acted as Colonial Secretary, 1885-1886.
President of the Virgin Islands with seat in Leeward Islands Executive and Legislative Councils, 1887-1893. Commissioner of the Turks and Caicos Islands, 1893- 1901.
Administrator, Saint Vincent, 1901-1909. Administrator of Saint Lucia since 1909, and acting Governor, Windward Islands.
