Deputy commissioner of water supply, gas, and electricity, of New York, January-October 1910. Now consulting engineer for cities, states and other public bodies upon public utilities of water, gas, electricity, st. rys., telephones. Author: Municipal Ownership of Gas Works in the United States (monograph), 1891.
