This book proposes that the states, acting through their respective legislatures, petition Congress to call a second constitutional convention for the purpose of amending our Constitution. The Constitution as it presently exists specifically authorizes such a procedure, and if that procedure were followed,Congress would have no choice but to comply with the petition. The fact is that our Constitution is in trouble. Congress is too large, the Presidency has been emasculated, our central bank is both unaccountable and unconstitutional, and the Supreme Court says that big-time political spending is a form of protected speech. The book proposes eleven issues which a second constitutional convention would be required to address and suggests a specific amendment drafted to resolve each of those issues. The book closes with an open letter to George Washington.
