With Conference on Limitation of Armament, 1921. Delegate to International Narcotics Conference, Geneva, 1924. Secretary of Embassy, charge d’affaires, Tokyo, 1925.
Appointed consul general, Tokyo, 1925. Counselor of Embassy, Tokyo, 1928, charge d’affaires, 1928-1929, and at different times during 1930, 31, 32, 34, 35. Minister to Siam, 1937-1940.
Retired. Special visiting lecturer, University of Michigan, 1941.
