Education
He graduated from Daigaku Nanko, the predecessor of Tokyo Univeirsity in 1870.
Career
He was appointed an official of the Education Ministry (1874) and became a Councillor of same later. Subsequently served as director of the General Education Affairs Bureau, Governor of Tochigi, Hiroshima and Kumamoto Prefectures.
