Eichi Yoshitake was born in 1903 in Hagi City, Yamaguchi Prefecture, Japan.
After serving as governor of Toyama Prefecture became director of Labor Administration Bureau of Welfare Ministry. With founding of Labor Ministry became first Vice-Minister of Labor and served under Labor Minister Michisuke Yonekubo, participating in drafting of the Three Labor Laws and obtaining confidence of Secretary-General of Cabinet, Suehiro Nishio.
After resigning that post was elected three times to House of Representatives. Afterward was chosen to be Labor Minister and Welfare Minister of Third Yoshida Cabinet (1951).
