Graduated from the Engineering Department, Tokyo University. In 1886 went to the United States to study sanitation engineering at his own expense.
After graduation appointed assistant professorin the University. In 1886 went to the United States to study sanitation engineering at his own expense. While in the U.S., he was made an Education Ministry student of sanitation engineering, waterworks and bridge engineering. In 1888, he investigated waterworks and sewerage systems in England and European countries. After returning to Japan in 1890 he planned the Tokyo municipal waterworks system. He planned or directed the construction of the waterworks of Japanese cities including Sendai and Nagoya, Chinese cities including Yingkow, Hankow and Fushun and Korean cities including Pusan, Pyongyang and Inchon. In 1925 became president of the Japan Civil Engineering Association. He compiled an English-Japanese civil engineering dictionary.
