Kamata Eikichi was born in Wakayama Prefecture.
Eikichi Kamata graduated from Keio Gijuku (Predecessor of Keio University).
After the graduation Kamata Eikichi became a professor and then president of his alma mater. He later entered politics: member of the Diet (1894), delegate to the First International Labor Congress, Washington (1919), Minister of Education under the Tomosaburo Kato Cabinet (1922), Privy Councillor, and President of the Imperial Educational Association (1927).
