Berger attended the University of Wisconsin, where she majored in philosophy and English literature (BA, 1965), and the Tyler School of Art, Philadelphia, where she specialized in photography (MFA, 1976).
She has been teaching photography in various institutions: the Philadelphia College of Art since 1977, the Moore College of Art in 1977-78 and the Tyler School of Art in 1974-75, both in Philadelphia. In the fall of 1979 she was a guest artist at the Art Institute of Chicago. Previously Berger taught dance at Tennessee State University (1967-69) and at Vanderbilt University in Nashville (1965-66).
The artist described her work as being "basically autobiographical." She concentrated on the use of collage. For her "this stylistic device has become a logical way of integrating visual and verbal information, and allowed for an exploration of complex psychological issues."
She joined SPE in 1978. In 1980 Berger received a Photographer's Fellowship from the NEA.
