Balbinder was born on January 22, 1926 in Warsaw, Poland; the son of Aaron Lajba and Chaja Pessa (Kratka) Balbinder.
Balbinder received a Bachelor of Science degree from the University of Michigan in 1949. Eight years later he earned his Doctor of Philosophy degree from the University of Indiana.
Balbinder began his career as a research associate at Carnegie Institute of Washington in 1957. Three years later he took a position of a postdoctoral research fellow at the University of California. Then in 1962 Elias became an assistant professor of genetics at Syracuse University. Also he served as an associate professor at the same university from 1967 to 1971. In 1971, Balbinder was appointed a professor at Syracuse University.
Also in 1976, he held the position of a director of genetics and carcinogenesis department at Cancer Research Center. Since 1982 he was an adjunct professor of biochemistry, biophysics and genetics at the University of Colorado Health Sciences Center.
Balbinder was a member of American Association for the Advancement of Science, American Society of Microbiology, Genetics Society of America, Environmental Mutagen Society and Sigma Xi.
On May 10, 1955 Elias Balbinder married Evelyn Weissman. They have 2 children. On May 17, 1980 he married Glory Hirshfeld.
