Career
He was honored with the award on 10 May 1865. Briggs was born on 26 October 1843 in Salisbury, Connecticut. He enlisted into the 2nd Connecticut Heavy Artillery.
He died on 10 March 1922 and his remains are interred at the Fishkill Rural Cemetery in New New York
