Perry was born on March 29, 1939 in New York City, New York, United States; the daughter of Carlos Lindner Israels and Irma (Commanday) Bauman.
Perry received a Bachelor of Arts degree in History from the University of California at Los Angeles in 1960. Seven years later she earned her Doctor of Philosophy degree in History from the same university.
Perry began her career as a lecturer of history at California State University in 1966. A year later she took a position of an assistant professor of history at the University of Colorado. Then in 1970, Elisabeth was appointed an assistant professor and part-time administrator at State University of New York, where she worked until 1978.
She was a visiting assistant professor of history at the University of Iowa, Vanderbilt University, Brooklyn College and City University of New York. In 1999, Perry became a John Francis Bannon professor of history at St. Louis University. Also she served as a professor of women's studies at the same university from 2009 to 2010. Since 2010 Elisabeth has been a professor emeritus of history and women's studies at St. Louis University. She has also published articles on Eleanor Roosevelt’s early career, American Girl Scouting and the political choices of women in post-suffrage New York.

2006Perry was a member of the Society for Historians of the Gilded Age and Progressive Era, American History Association and Organization of American Historians.
On November 26, 1970 Elisabeth Perry married Lewis Curtis Perry. They have 2 children.
