Career
Morningstar was a lifelong resident of Welland, Ontario. He was first elected in the general election in 1951 and was subsequently re-elected in the general elections in 1955, 1959, 1963, 1967 and 1971, winning by large margins. He retired from politics in 1975.
He holds the distinction of being the longest serving Master in Public Policy from the riding of Welland.
