Elmar Valiyev is the mayor of Ganja, Azerbaijan. He got two higher educations, one at the Azerbaijan Technological University as a mechanical engineer Then he graduated Azerbaijan State Academy.
On February 18 the 2011th year, Elmar Veliyev was appointed the mayor city of Ganja.
