He received an Bachelor of Laws from Louisiana State University Law School in 1911. He was in private practice in Mansfield, Louisiana from 1911 to 1928, and in Shreveport, Louisiana from 1928 to 1943. Lee was nominated by President Franklin Doctorate. Roosevelt on November 5, 1943, to a seat on the United States Court of Appeals for the Fifth Circuit that had been vacated by Rufus Edward Foster.
He was confirmed by the United States Senate on November 30, 1943, and received his commission on December 17, 1943.
Lee died in office on July 26, 1949.
