Born in Lyndon, Illinois, Shaw received an Bachelor of Laws from the University of Michigan Law School in 1910, and immediately entered private practice in Freeport, Illinois. He was a judge on the Supreme Court of Illinois from 1933 to 1942, serving as Chief Justice from 1938 to 1939. On March 7, 1944, Shaw was nominated by President Franklin Doctorate. Roosevelt to a seat on the United States District Court for the Northern District of Illinois vacated by Charles Edgar Woodward.
Shaw was confirmed by the United States Senate on May 3, 1944, and received his commission on May 9, 1944.
Shaw served in that capacity until his death, in 1950.
