Emmanuel was born on December 25, 1936, at Buritu in South Bugisu, in the extreme east of Uganda, near the Kenya border.

Educated at St Peter’s College, Tororo and later at Delhi University.
He became a cadet district officer on September 5, 1960, on his return to Uganda and moved to the central government in the Ministry of Finance on March 5, 1963, as an Assistant Secretary. Promoted fast, he was Undersecretary on November 4, 1965, and full Secretary on January 1, 1969.
He has been appointed the governor for Uganda of a number of international financial institutions including the World Bank, the International Monetary Fund and the African Development Bank.
A professional civil servant noted for his good work as Permanent Secretary in the Ministry of Finance. Immediately after the Uganda coup he was brought into the cabinet and was faced with a deteriorating economy caused by the high level of state spending, flight of foreign capital and lack of new investment. His problems were aggravated by the increased military expenditure of the new government.
