Endo Saburo was born in Yamagata Prefecture in 1893.
He graduated from the Military Officers’ School in 1914. Also he graduated from the Military Staff College in 1922.
Endo Saburo was appointed 2nd Lieutenant of Artillery, and after successive promotions, became Lt. General in 1942. During that period, he graduated from the Military Staff College (1922). In 1923 at the time of the Kwanto great earthquake, he was Koto Regional Guard Staff Officer. He took part in the Disarmament conference at Geneva in 1927. In 1931 he became a Member of Preparatory Committee for the over-all Disarmament Conference of the League of Nations. In 1937 he was a Staff officer of the North China Expeditionary Army, Section chief of the General Staff Office, becoming chief of the General Affairs Dep’t of the Army Air Force Hqs. Just before the war’s end in 1945, he became President of the Aeronautical Ordnance Bureau and President of the Council of Aeronautical Industry.
