After teaching for some years he studied theology and began to preach in 1849.

Instrumental in drawing up program of Cincinnati Congress of prison reformers (became basis of prison reform movement in following generation), 1870. Secretary National Prison Association, 1870-1877.
Toured European prisons (as commissioner created by Congress), 1871.
