Secretary to Presidents Luis Sáenz Peña and José Evaristo Uriburu. Provisional governor (interventor) in San Luis, 1897. Chief of the post-office and telegraph service of Argentina, 1904— 1905.
Minister Plenipotentiary to France, 1906-1910. Argentine delegate to the Third Congress against the White Slave Traffic, Paris, 1906. To the First International Congress of Refrigerative Industries (Industries Frigoríficas), Paris, 1908.
Minister of Foreign Affairs, 1910— 1914, 1930-1931. Argentine delegate to the League of Nations, 1932. Member of various international societies.
