Midshipman of the Peruvian navy, 1893. Supervised the construction in France of the Peruvian submarines “Ferre” and “Palacios” (the first to be acquired by a South American power), 1909. Rear-admiral of the Peruvian navy, 1930.
Naval attache in the United States, Italy, Greece, and Spain.
Peruvian delegate to the Congresses of Hydrography of Monaco, of Aviation of Rome and Madrid, of the Geodetical and Geophysical Union of Prague and Stockholm. Vice-president of the Section on Oceanography of the Congress of Seville.
Member of the Committee of Experts for the Unification of Nautical Methods and Instruments. Founder of the Revista de Marina, of the Naval Center, and of the Peruvian League for National Defense.
Has presided over many Peruvian professional commissions to Europe and the United States.
