Eugenii Alexeiev was born in 1843. Alexeiev was an illegitimate son of Tsar Alexander II, raised by the family of Lieutenant Ivan Maximovich Alekseyev (1796–1849) in Sevastopol.

Was commander-in-chief of the Russian East Asia Squadron when Russia occupied Port Arthur and Dairen (1894-99). Was the person responsible for Japan losing its lease of the Liaotang Peninsula. After this was Governor-General of Kwantung, and then aide-de-camp to the Czar (1901). When the question arose regarding the withdrawal of the Russian army from Manchuria he together with Kuropotkin and Besobrasow strongly opposed it and were successful in Russia holding on to Manchuria (1903). The same year he was appointed Resident-General of the Far East and came to Japan. While recognising Japan’s sovereignty over Korea, he pressed China to relinquish her claim to Manchuria and Mongolia. He stubbornly turned down all the Japanese proposals to discuss the Manchurian situation, which eventually culminated in the outbreak of the Russo-Japanese War (1904-5). He was appointed commander-in-chief of the Russian Army in East Asia during this war, but after Russia was defeated in the battle of Fentien (Mukden), he was dismissed from service on the charge of having accepted a bribe (1909).
