Since 1735 Evdokim Alekseevich was in military service. He headed the Commission on the Sloboda Regiments (1763 – 1765), the result of which was the abolition of the Cossack regiment and the introduction of provincial division in Ukraine. He was the Governor of the Sloboda-Ukrainian province (1765 - 1775). Evdokim Alekseevich supervised the construction of the Lower Dnieper line (1770). He supervised the determination of the boundaries of governorate, determined the status of county towns and the borders of counties. Evdokim Alekseevich signed the earliest county governorship map.
