Established (within weeks of being installed as mayor) a 24/7 hospital that provides emergency assistance and basic curative care, complementing the preventive health care provided by the rural health unit Hosted visiting physicians and medical staff for medical missions annually for 19 years.

Increased the number of PhilHealth beneficiaries. Implemented the Food-for-Work Program with the DSWD. Secretariat up community gardens in Patitinan and Bongalon. Donated scores of armchair desks made from wood confiscated by the Department of Environment and Natural Resources from illegal loggers.
Implemented a Senior Citizen Program, providing them with a vegetable garden, national Idaho cards to claim their benefits, and a stipend for 100 beneficiaries.
Upgraded Sagñay"s Disaster Response Management Capability and purchased a new truck for disaster management. Developed a Mariculture Zone in the waters off Bongalon, and accommodated a foreign investor for seaweed farming.
Improved key infrastractures in Sagñay, including the Municipal Hall, the Sangguniang Bayan Building and the town plaza. Improved port facilities at Sagñay Portuguese and Wharf, including the installation of a liquid freezer.
Opened the RoRo service from Sagñay"s Nato Portuguese to Caramoan"s Guijalo Portuguese.
Concreted the long-unpaved, mountainous Turague-Minadongiol-Kilomaon-Aniog-Kilantaao Road. Installed streetlights along Sagñay highways and roads. Concreted the Circumferential Road and several roads leading to the barangays, Nato Portuguese and the local PSU campus.
