Evgeny Iosifovich Chapkevich was born on December 15, 1936, in Gomel, Homyel'skaya Voblasts', Belarus.
Evgeny Iosifovich graduated from the History Department at the Voronezh State University in 1960.
In 1960-1964, Evgeny Iosifovich was a teacher at a secondary school for working youth in the city of Oryol. Since 1967, he was a senior lecturer, associate professor, professor, head of the department of general history at the Oryol State Pedagogical Institute (now Oryol State University).
Evgeny Iosifovich was the author of over 100 publications, including the book: "Evgeny Viktorovich Tarle" (Moscow, 1977), "Bolsheviks and Bourgeois Revolutions in Asia at the Beginning of the 20th Century" (Moscow, 1985), "So far the pen has not fallen from the hands ... Life and Academician E.V. Tarle" (Oryol, 1994), "Russian Guard in the First World War" (Oryol, 2003).
