Evgeny Tikhonovich graduated from the Voronezh Industrial Pedagogical Technical School in 1972 with a degree in industrial education.
Evgeny Tikhonovich worked as a carpenter at the North-Zadonsky Capacitor Plant and as an engineer at the Voronezh Kolkhozproekt Institute, later at the Voronezhavtotrans Design Institute.
Since 2000, he was a teacher of labor in boarding school № 2, later he became the chairman of the club "Meet with Pushkin" at the Garrison Officers' Club (2003-2006). Since October 2004, Kulikov Evgeny is Academic Secretary of the Voronezh Regional Council of Regional Studies.
His works have been published in the newspaper "Bereg", "Voronezh Week", "Novousmanskaya Niva" and other publications. He is the author of many historical and local history essays on the links of various figures of Russian culture with the Voronezh region mainly about Alexander Sergeyevich Pushkin and his circle.
