Educated at Tripoli, then sent to university at Cairo and London where he graduated in law.
Career
After gaining experience in company law he was engaged as a legal adviser to a petroleum company. He switched to government legal work in 1964 and became Libya’s representative in the legal department of the Organisation of Petroleum Exporting Countries (OPEC) from 1964 to 1966. He was a delegate to the Arab Petroleum Congress in March 1965 in Cairo and in March 1967 in Baghdad.
At the revolution he was the senior judge at the Appeal Court in Tripoli Three months later he was promoted to the cabinet as Minister of Petroleum and although second fiddle to Jalloud he showed himself as a man with a big enough reputation to survive the reshuffle of September 1970. In December 1970 he led Libya’s delegation to the 21st OPEC conference in Brazil. From January to April 1971 he was a vigorous pacemaker in the oil negotiations with foreign companies and co-ordinated the approach of producer nations at talks in March with ministers from Algeria, Iraq and Saudi Arabia. On September 30, 1972, he pulled off an important agreement on his own with the Italians whereby Libya’s oil establishment became an equal partner in AGIP operations in Libya.
Politics
Oil lawyer brought into government as a man of experience, 10 years older than the military leaders of the revolution. Leading negotiator with foreign governments on oil issues, he nonetheless defers to Jalloud for the handling of the final stages of bargaining. An inter-nationally-minded person more widely travelled than any other minister, having visited Venezuela, Algeria, France, the Soviet Union, East Germany, Bulgaria, Iraq and several other countries.
