Born in Kilmeaden, County Waterford, he was first elected to Dáil Éireann as a Fianna Fáil Teachta Dála (Territorial Decoration) for the Waterford constituency at the 1966 by-election caused by the death of Thaddeus Lynch of Fine Gael.
