One of leading Communist figures of Centr Asia. From 1913 active in ”national rcvol movement”, spearheaded by the Young Bukhara Party. 1917 joined Central Committee, Young Bukhara Party.
1917 helped stage demonstration against the Emir of Bukhara. 1918 appointed chairman. Bukhara Rcvol Committee.
Participated in armed campaign against the Emir, for which he was sentenced in absentia to death. After the failure of the campaign fled to Moscow. Arrested in Orenburg and spent four months in prison.
Late 1919 went to Tashkent. Chairman, Turkestani Bureau, Young Bukhara Party. Then ed, newspaper Uckkun 1920 fought in September armed uprising and with Red Army during the campaign to capture Bukhara.
1920-1924 chairman, Bukhara Soviet of People's Commissar. Member, Central Committee, Communist Party Bukhara. Member, Revol Military Committee.
During the establishment of the Soviet regime in Centr Asia helped crush the Basmachi revolt. October 1924-June 1937 chairman Uzbek Council of People's Commissar. Member, Central Committee, Communist Party Uzbekistan
1922-1936 member, Centr Asian Bureau, Central Committee, All-Union Communist Party (Bolsheviks). 1925-June 1937 chairman, Union of the Soviet Socialist Republics Central Executive Committee. 1937 arrested for membership in a ’’bourgeois nationalist organisation".
Accused of having founded in 1920 the Milli Ittihad illegal counler-revol organisation aimed at divorcing Centr Asia from the Union of the Soviet Socialist Republics. Sentenced to death in "Anti-Soviet Rightist Trotskyite Center” trial.
