Federico Tinoco Granados was born on 21 November 1870 in San Jose.
He was able to seize power owing to the unpopularity of President Alfredo González Flores and the uncertain economic conditions accompanying World War I.
Costa Ricans sought to recover their lost freedoms. In June 1919, when a group of schoolteachers marched on the government newspaper. La Información, and set the building ablaze, Tinoco’s troops, in an unprecedented action, fired on the crowd. Soon afterward, at the urging of the diplomatic corps. Tinoco appeared before Congress, resigned, and received safe-conduct from the country.
The United States withheld recognition of Tinoco. Gonzalez Flores had fled to Washington, where he enlisted the aid of President Woodrow Wilson. Other American countries supported the U. S. position, a strong factor in resistance in Tinoco, and in his decison to resign.
