In 1979 he got education at Chelyabinsk Higher Military Automobile Command-Engineering School. In 1997 Aleksakov finished Military Academy of Logistics and Transport.
Since 1979 he has served as commander of a training platoon in the Group of Soviet Forces in Germany, commander of a training automobile platoon, traffic inspector of the Military Automobile Inspectorate in the Urals Military District, commander of a cadet company, commander of a training battalion in the Samarkand Higher Military Automobile Command Engineering School, battalion commander, commander of a separate automobile battalion in the Turkestan Military District, commander of a separate automobile battalion, deputy commander for technical units – chief technical part of the automobile brigade in the Western Group of Forces. Since 1997 Fedor has held the position of a senior officer of the logistics support group of the Directorate of the Chief of the Radiation, Chemical, and Biological Defence Troops of the Ministry of Defense of the Russian Federation, the head of the Military Automobile Inspection of the Ministry of Defence of the Russian Federation. In 1988 he was transferred to Main Agency of Automobiles and Tanks of the Ministry of Defense of the Russian Federation: a member of the Scientific and Technical Committee (automotive equipment.), chief of the motor transport service – assistant chief of GABTU (Main Agency of Automobiles and Tanks of the Ministry of Defense of the Russian Federation). On the fifth of January, 2005 Aleksakov was appointed head of the Central Automobile and Road Administration of the Ministry of Defense of the Russian Federation.
