Fedor Ilich studied at the Tula gymnasium and earned money as a tutor. During his high school years, he was influenced by the ideas of D.I. Pisarev. He published handwritten magazines with his friends.
At the age of 19, Fedor Ilich married and went with his wife to Saint Petersburg. He studied at the Saint Petersburg University at the faculty of Philology and at the faculty of Oriental studies (did not graduate due to financial difficulties).
In the late 1870s, Fedor Ilich was Secretary of the Committee of foreign censorship and the society of lovers of ancient writing. An active employee of many periodicals, mainly Novoye Vremya (since 1900 - responsible editor), Istoricheskiy Vestnik, Novi, Artista, and others. Since 1897, he published and edited the New journal of foreign literature.
Starting in 1887, Fedor Ilich printed illustrated albums of exhibitions of the Imperial Academy of arts. He also published monographs on Aivazovsky, Makovsky, Semiradsky, Sudkovsky, and Shishkin, as well as research on Fedotov and Vereshchagin.
