Titular professor of the history of America in the University of San Marcos, 1912— 1919. Deputy to the Federal Congress, 1916-1919. President of the Finance Committee and of the Committee on Public Instruction of the Chamber of Deputies, 1916-1919.

President of the Junta Departmental of Lima, 1917-1919. Editor of La República of Lima, 1926-1930. Ambassador of Perú to Argentina and Uruguay since 1930.

Peruvian delegate to the Pan-American Conference of Montevideo, 1933, securing at that time the organization of the Pan-American Economic and Financial Institute. Peruvian delegate to the Permanent Court of International Justice of The Hague.
