Federal deputy from the State of Tabasco, 1912. Secretary of Public Instruction and Fine Arts in Carranza's cabinet, 1914-1916. Delegate of the Federal District to the Constituent Convention of Querétaro, 1917.
Founder and director of El Universal, 1916- 1923. Founder and director of the newspapers El Universal Gráfico, El Globo, the magazine El Universal Ilustrado, and the review El Pensamiento: Ambassador Extraordinary to England, France, Belgium, Spain, and Italy, 1920. At present director of the weekly magazine Todo, etc.
As an educator has defended the existence of the University 0f Mexico and of the School of Higher Studies. Was patron and president of the two child welfare congresses held in Mexico City. Founded the Sanatorium for Journalists (Casa de Salud del Periodista) of Mexico City.
Left Mexico in April 1918 to reside in New York because of his pro-Ally convictions, returning only after the signing of Armistice.
