From 1900 Social-Democratic propaganda among workers. 1903 in Geneva joined Bolsheviks. 1904 returned to Russia.
1905 in Saint St. Petersburg member, Bolshevik militant organisation. During 1905 December armed rebellion delivered ammunition to Moscow. 1906 secretary, Narva Rayon Party Organization(s) in Saint St. Petersburg, then acting secretary Saint St. Petersburg Russian Social-Democratic Workers’ Party Committee.
Contributed to Bolshevik journals Voprosy strakhovaniya and Prosveshcheniye: member, editorial board, journal Rabotnitsa and "Breakers” Publ House. February 1914 arrested and exiled to Vilnius, then to Yekaterinburg and Cherdyn' (Permanent’ Province). 1917, on return to Pctrograd, worked for Financial Commission, Russian Bureau, and for secretariat, Central Committee, Russian Social-Democratic Workers ’Party (Bolsheviks).
Contributed to Pravda. On cd staff, Izvestiya Petrogradskogo soveta. Directed propaganda work.

Helped to organize Communist higher educational institutions. 1924-1925 head, Secretariat, Institute for the Study of Party History, Central Committee, Russian Communist Party (Bolsheviks). 1925-1938 broadcasting director, ’’Radio Broadcasting”.
