Party work in Saint St. Petersburg, Kronstadt, Sestrorctsk, Moscow and other towns. 1906 elected member, Saint St. Petersburg Russian Social-Democratic Workers’ Party Committee. After dissolution of 1st State Duma arrested and sentenced to two years’ imprisonment.
Released after one year but re-arrested on 1 May 1907. Upon release worked as exec organizer and member, Saint St. Petersburg Russian Social-Democratic Workers’ Party Executive Committee. 1909 attended Proletariya expanded editorial board meeting in Paris.
Upon return to Russia worked for Moscow Russian Social-Democratic Workers’ Party Committee. 1909 arrested and exiled to Narym Kray. 1910 fled from exile and conducted Party work in Moscow.
At 6th (Prague) Conference elected member, Central Committee, Russian Social-Democratic Workers’ Party. Again worked in Moscow, was re-arrested and exiled to Tobol'sk Province. 1913 escaped from exile and worked in Petrograd, then in the Urals, where was re-arrested and exiled to Turukhan Kray, where he remained until 1917 February Revol.
Dcleg at 7th (April) Russian Social-Democratic Workers ’Party (Bolsheviks) Conference and 6th Russian Social-Democratic Workers ’Party (Bolsheviks) Congress. After 1917 October Revol secretary, Permanent’ and Yekaterinburg Province Party Committee. Secretary, Ural Oblast Party Committee and member, Siberian Bureau, Central Committee, Russian Social-Democratic Workers ’Party (Bolsheviks).
During Civil War military comissar, Ural Oblast. Chief, Polit Department, 3rd Army. Member, Rcvol-Military Council, Turkestani Army.
At 7th Russian Communist Party (Bolsheviks) Congress sided with military opposition. 1922-1925 chairman. Samara Province Executive Committee and secretary, Samara Province Russian Communist Party (Bolsheviks) Committee. From October 1924 secretary, Kray Committee, Communist Party Kazakhstan
At 12-14th PartyCongresses elected candidate member and at 15th and 16th Party Congresses elected member, Central Committee, All-Union Communist Party (Bolsheviks). From 1933 chief arbitrator, Union of the Soviet Socialist Republics Council of People's Commissar. Arrested by State Security organs.
