Ciulache was born in Bucharest, Romania, on May 26, 1977.
Florin Ciulache was a student of the Nicolae Tonitza High School of Fine Arts in Bucharest, from 1987 to 1995. In 1996 he enrolled in the Bucharest National University of Arts, Faculty of Fine Arts, Painting Department, where he studied under the supervision of Professor Alexandru Chira. He graduated from the university in 2001. In 2003 Ciulache received his Master of Arts degree from the same university, studying under Professor Mihai Mănescu.
Ciulache exhibited his artworks for the first time in 1999 at the Apollo Gallery, Bucharest. The following year he participated in a collective exhibition which took place at the Gaudeamus Book Fair, Romexpo, Bucharest, exhibiting there once again in 2002. In 2002 he was also invited to present his paintings at the The Municipal Salon of Art in Bucharest.
2003 was an extremely important year for the artist, as apart from numerous group exhibitions, including those held at the Apollo Gallery, the Galla Gallery, the Artis Gallery, Florin Ciulache displayed his artworks at Black Sea Business Center, President Hotel, Mangalia, during his first solo exhibition.
Florin Ciulache later exhibited at the Banat Museum, Timişoara, in 2004; Ataş Gallery, Cluj-Napoca, in 2005; Anaid Art Gallery, Bucharest, Contemporary Art Gallery of Brukenthal Museum, Sibiu, and Casa Matei Gallery,
Cluj-Napoca, in 2006. They all were collective exhibitions. In 2006 Ciulache's paintings were presented during international exhibitions at Arte Fiera, Bologna, Italy, promoted by Posibilă Gallery (Bucharest); and Viennafair, Vienna, Austria, promoted by the same Bucharest gallery.
In addition, the artist held several personal exhibitions after 2003, including shows "No Channel" at the Posibilă Gallery, Bucharest and the one at the Romanian Cultural Center in Paris, France, both in 2004; "Despre Foc" [On Fire] at the Posibilă Gallery, Bucharest, in 2005; "Personal Computer" at the Posibilă Gallery, Bucharest, in 2007.
Florin Ciulache is a unique contemporary artist, whose works are highly acclaimed around the world. He is best known for such his paintings as Fox Kids, Apocalypse Is Postponed series, Cartoon Network, Zip 1000, Let's Make This Clear, Channel, Premere in caso, among others.
Several artworks by the artist have been sold at auction, including his Cartoon Network Studios, which was sold at Artmark "Postmodernism and Contemporary Auction" in 2011.
Ciulache has received a number of awards for his oeuvre, including the Third Prize in 2001 and The Visual Artists Union Prize in 2003, both from the Annual Exhibition Accente and Amprente [Accents and Imprints], Apollo Gallery, Bucharest.
