Twice elected to the Jacksonville Florida City Council, as the youngest elected County Commissioner /City Councilman in Forida served as the Chairman of the Council's Rules Committee, Floor Leader and Chairman of the Urban Affairs Committee which was responsible for all zoning changes in the 840 Sq mile City of Jacksonville., hearing 1500 Zoning applications each year..Author of key legislation affecting signage, and planning. Author of legislation to eliminate tolls from Jacksonville's bridges, and author of legislation seeking private investors for all the riverfront property owned by the City, which was the site of a jail, parking lots and the City Hall. Author of legislation proposed to the Florida Legislature which allowed the development of Florida's first Food Banks. Led efforts to develop the Wonderwood Expressway and the Mayport Road overpass. Appointed to the founding Board of the State University System Florida Institute of Government and served as a member of the Florida STAR Grant Review Board for several years.
