Parker, Foxhall Alexander was born on August 5, 1821 in New York City. Son of Foxhall Alexander and Sarah (Bogardus) Parker.

Career

Officer Washington (District of Columbia) Navy Yard, 1861. Officer in operation against Matthews Court House, 1862. Captain, 1866; chief of staff North Atlantic Fleet, 1872, drew up new signal code for steam tactics.

Chief signal officer, 1873-1876.
