After farming in United States for three years, passed into Sandhurst, joined West India regiment, and rose to be Captain. Served at Sierra Leone and in Barbados. Was Private Secretary and Aide-de-camp to Sir James Hay, Governor of Barbados.
Private Secretary to Sir George Le Hunte, Lieutenant-Governor of British New Guinea, 1899. Resident Magistrate, Central Division, British New Guinea, 1903. Administrator of Papua. Financial Member Zanzibar Government since 1908; First Minister since 1908.
