A member of the Lascelles family headed by the Earl of Harewood, Lascelles was the son of Lieutenant-Colonel Henry Arthur Lascelles, son of William Lascelles.

His mother was Caroline Maria Gore, daughter of the Honourable Charles Alexander Gore, Commissioner of Woods and Forests. He was educated at Winchester College and Christ Church, Oxford. He spent his subsequent career as a Clerk in the House of Lords.
He became Clerk of Public Bills in 1925, holding that office until 1949.
He was appointed Clerk Assistant in 1949, and Clerk of the Parliaments on 27 October 1953. He was appointed a Knight Commander of the Order of the Bath (Knight Commander of the Order of the Bath) in 1954 and retired at the end of 1958.
They had two sons. She died in 1995.
