The youth was educated at private schools, and in preparation for an architectural career studied at Columbia University and in European schools.
Beginning as a draftsman Mr. Pell entered the New York office of George B. Post where he acquired training and experience, later set up practice for himself. In the following years he was intermittently associated with other architects, collaborating with Harvey Corbett in preparing competitive plans for the Maryland Institute of Design at Baltimore, and also on the Municipal Buildings at Springfield, Mass. In the latter competition the commission was awarded to Mr. Corbett and the structures completed in 1913.
