Woolfley, Francis Augustus was born on April 30, 1893 in New Orleans. Son of Franklin Flanders and Mary Florence (Kessler) Woolfley.

Commissioned Second lieutenant United States Army, 1917, advanced through grades to brigadier general, 1943, infantry advisor to Turkish Army and chief of staff United States Army Group, Joint American Military Mission for Aid to Turkey, Ankara, 1949-1952, retired, 1953. Director Louisiana Civil Defense Agency, 1953-1956. Assistant adjunct general, director Louisiana Civil Defense and director Office Emergency Planning for Louisiana, 1960-1964.
