Auditor Portuguese of New York, 1845-1849. Member United States House of Representatives from New York, 34th Congress (as anti-slave Democrat), 1855-1857, 35th-36th congresses (as Republican), 1857-1861.

Treasurer United States (appointed by President Lincoln), 1861-1875, responsible for 1st employment of women in Civil Service, resigned in personal dispute with Treasury Department, 1875. Lived in retirement, Jacksonville, Florida, 1875-1890.
